All you'd need to do is move all the files from mysite.com/forum to mysite.com and then change the Forum URL settings in Admin CP.

With regard to redirects, your best bet would be a .htaccess file. It's what I did when I did a similar move.

I believe these lines would do what you need. Simply add them to your .htaccess in your root directory, or create a .htaccess file with this in if there's not one there already.

RewriteEngine On
RewriteRule ^/?forum/(.*)$ http://www.[color=red]mysite.com[/color]/$1 [R=301,L]

Obviously replacing mysite.com as necessary.
