Attachment Upload denied

I don't understand what happened. I created an Alt user account from my admin and this alt cannot upload attachments. Someone else created a user and can do attachments. This other user has fewer posts. What went wrong.
Any sugestions?
The usergroup is allowed attachments. I'm drawing a blank on where else there could be a setting for attachments that would prevent him from doing so.

um... I'm finding my admin cannot do this also. I just tried on another machine and all is good. now I'm even more puzzled. What would prevent my browser or machine from sowing additional options? I've never noticed this before. It's only on my forum that this occurs. All other forums work fine.

Any suggestions now????

I just realized that the attachment options panel was minimized.
