No permission

First of all, my board is brand new. I have myself, a "test" screename for my self, and somebody that signed up to be a moderator (but is a regular user for now)

The person that signed up said he registered and hit "you do not have permission to access this page"

I tried the following things

-Logged in as him - had no problems at all
-Logged in as him on another computer of mine, no problems
-switch all non-image vb files to orginal and still having problems
-looked into usergroup manager and there wasn't anything out of the ordinary


any suggestions?

If you cannot duplicate this problem when logged in under his account, then the problem is on his end.
