How exactly does the reputation daily limit work?

If it's set at 10, does it reset all at the same time at a designated time?

Does it reset all at the same time, 24 hours after the first one was given?

or does it work such that each "usage" is taken away after 24 hours it was given?

It is a rolling 24 hour period, so it is 24 hours from the time the reputation was given for each individual user.

For example, a user is allowed 10 rep clicks in a 24 hour period gives reputation at 1am, 2am, 3am, 6am, 9am, 12pm, 3pm, 4pm, 5pm, and 6pm. If they then try to give reputation again at 7pm they will get the "too many reputation clicks in last 24 hours" message. They will not be able to give any more reputation until 1am at which time they will have one reputation click available.
