Some users can't view attachments

Two of our members complain about not being able to view attachment when clicking on the direct link to an image. A link in a post like this -

Is viewable to most users, but not to all. I don't think it's a usergroup issue, because I went over permissions there and all seems to be well.

All the users who say they can from usergroup A and the users who can't view it from usergroup B? Then it's a usergroup permission issue. Go to the admincp > usergroups > view permissions > select all usergroups > select "can view attachments" and let it run.

I'm at the admincp. I don't have "view permissions" there? This is what I have -

Add New Usergroup
Join Requests
Promotions
Forum Permissions
Administrator Permissions
