Admincp > look up the user > click View change history at the top.

edit: Whoops. I don't believe that is there in 3.6. So no, there is no way to do this in version 3.6

Is there any way to see if an user changed his email address and what was the last used email address?

If I need to know who logged in and who didn't on a given day as Steve says - I go Admin panel > Users > Search for users > (Scroll right down to the foot of the page and change the sorting order to - 'Last activity') > Find and 'Hey Presto' it will tell me who's been in today....

That info is not logged by vBulletin, at least not other than the 'Last Activity' info. There is no function to display this.
