How can I change my forum home page?

When I type my site name, in this case www.thunderclay.com , the browser redirect me to /index.php.
Instead, I desire before show a disclaimer, a simple html page, where the user must accept my forum rules.
What can I do?

Rename the index.php file to something else using FTP. Then update this setting with the new file name:

Admin CP -> vBulletin Options -> Forums Home Page Options -> Script Name for Forum Home Page

Then upload your new index file.
