User->Add New User doesn't send welcome email.

Hi all:

Running a private invitation-only forum. We will be using the Add user function on the control panel to set up accounts. We are finding,however, that adding a user this way does not appear to send a welcome email to the newly-created account.

We have verified that email transport is working correctly. In addition, a review of the sendmail logs shows that no email is being created at all as a result of this function, while other functions (send password reminder, email test) are queuing/transporting properly, so we're confident this is not a mail config issue.

Any thoughts on the above and how to debug it?

That is correct. Manaually adding users does not trigger the Welcome email.
