Options for the 'new posts' button?

I have multiple categories on my off topic forum (forumsforums.com). Is it possible to set up some to be outside of the realm for new posts?

In other words lets say I have 2 categories. A & B. If I set up the B category to live in a different directory (separate path than the A forum) would that allow users to go to the B category and click 'new posts' and only see new posts for the B category.
And by the same token when going to the A category and clicking 'new posts' you would not see posts from the B category?

This would require code modifications.. As it isn't supported by default.

Guess I'll follow with another dumb question:
Why do we have the feature to make some forums load from different paths?
One might be at /website/forums
the other could load from
/website/chitchat/2007

I'm trying to understand the purpose of this feature.
