"New Thread Only" forum?

I want to create a forum that is essentially a file upload and sharing area for project documents. I'd like users to be able to create a new post (with attachment) in that particular forum, but NOT post replies.

Is this possible? If not, does anyone have ideas for a better way to achive the "upload area" idea using vBulletin?

It should be possible, by setting up the forum permissions in such a way that threads cannot be resplied to. It is possible to disallow this for your own threads as well as threads of others.
