Navbar text size

I changed the font size from the default 11px but the size doesn't change when viewing. Text and background color changes work. Is there something I am missing.

Related question is where to specify the text and background color on the line that (usually) starts with UserCP etc. - Just under the Navbar (or maybe part of it?)
