How do I change bg color of bottom of navbar?

I want to change the color of the thin strip at the bottom of the navbar that has the row of links on it, i.e. User CP, Projects, Blogs, etc. I've searched for info on how to do this, but couldn't find anything.

Styles & Templates > Style Manager > All Style Options. Scroll down near the bottom and look for Popup Menu Controls.
