How do I make a front page?

I don't want a portal. Portals offer too many features I simply don't need anymore.

How would I go about making a front page that shows news posts? I've seen too many vbulletin sites that have it in ways that seem so similar i've been lead to believe that it must be built in, but yet I cannot find it?
