Admin CP > Style Manager > StyleVars (from pull down menu near your style) would bring you to the StyleVars page, where you can edit the stylevars as needed.

You generally don't need to edit it; but if you must, it is at the bottom of the StyleVar page as well. Doctype identifier tells the web browser how to parse the HTML tags (IE: <a>, <table> etc.), and there are a few standards; it does NOT have anything to do with styling in general. Yes, you can edit it, but it is not something you would need to edit (in fact, if you don't know what it is, don't touch it or you will break your forum's HTML output).

If you would like to change the way things look, you will need to learn HTML and CSS, and then edit the templates or CSS accordingly.
