Age Old Question: text indentation

Can I change the default (html?) behaviour of the Posting Editor on my forums? Can I make it different for various usergroups?

My biggest pet peeve is indentation - what is the accepted (and simplest) way to achieve some indentation on text in a posting (without large spaces before and after) without applying complicated style definitions?

I know the html <blockquote> and <ul> create a great deal of dead space and the <li> seems to default to bullets (can i change that default easily?)
