User can't send PMs

I moved a user to a new usergroup - they can create new Pms but cannot reply to any.

They get this message:

"No private messages selected."

I'm confident I have the correct settings in the admincp.

Any ideas?

What are their usergroup Private Mesage settings? If you are confident you have the correct settings, then the next suspect would be an add-on or modification you made.

I was afraid you'd say that.

Can Ignore Quota: No
Can Use Message Tracking: Yes
Can Deny receipt: Yes
Max Recipients: 10

How do I mass-disable plugins?

I disabled/removed some plugins and it fixed this. You were right. :P
