    Admin lockout loop. help needed

    Hi
    i'm being locked from my forum. I tried all methods what i found on here, but it does not work.

    I uploaded tools.php to admincp, reset admin access, tried to run queries to delete from strikes, but it does not work
    I don't know what to do, password remind feature emails me new passwords but they don't work...

    Any suggestions?

          Empty the strikes and session table.

                  That's strange. What is happening exactly? Also are you using a table prefix?

                    No i don't.
                    My admin username was Stopkė
                    Then i added my native language to the forum languages and made it default one. I also changed the charset meta tag...
                    Then i tried reconnecting and couldn't login with Stopkė and was blocked. Then i tried to restore password, and it emailed me that my username is stopkė (ok, i understand that in database it can't keep such character as stopkė.
                    So I tried to login to Admin CP as stopkė and the new password i got in email but i got locked again, so I then tried logging in as stopkė again and locked again, so No matter what i do, i recovered by email for 4 times now, it keeps locking me

                      To troubleshoot this, first reupload all the original vB non-image files (except install.php). Make sure you upload these in ASCII format and overwrite the ones on the server. Also be sure to upload the admincp files to whichever directory you have set in your config.php file.

                      Next, disable all plugins.

                      Note: To temporarily disable the plugin system, edit config.php and add this line right under <?php

                      define('DISABLE_HOOKS', true);

                        OK, uploading that. I don't have any plug-ins installed.
                        What do i do next?

                          Regardless make sure you add that line to config.php. Do you have the same problem?

                            I uploaded all fines except install.php and images, did the changes to config.php file and still have the same problem.
                            I also have created a new username before with very simple password i can't forget, and it also is blocked now, after i uploaded the files and tried to login

                              I set also this:
                              // ****** SUPER ADMINISTRATORS ******
                              // The users specified below will have permission to access the administrator permissions
                              // page, which controls the permissions of other administrators
                              $config['SpecialUsers']['superadministrators'] = 'zeta';

                              zeta is the user i created not so long ago, can i try logging in as "zeta" to admincp?
