This is the query you're looking for:
UPDATE user SET options=options + 4096 WHERE NOT(options & 4096);

Ok thanks, that worked fine, next stage is to disable these notifications for one certain group.

So basically the same command with a disable notifications rather then an enable for a certain group ID.

UPDATE user SET options=options - 4096 WHERE (options & 4096) AND usergroupid = X;

Replace X with the usergroupid number of that usergroup.
