Install and upgrade at the same time? 3.0.0 to 3.6.8

I inherited a forum, the 3.0.0 files were moved to a new domain. I downloaded the updated version, went to run upgrade.php on the new server and no joy. (I had already alltered the config.php and that went fine).
Ran install.php and that ran fine, but only the newly created tables. (Seems the old ones weren't moved, which explains why the upgrade didn't work I suppose)
I went to the admin CP and did a database backup of all the 3.0.0 tables on the old forum.
Can I simply import the backup into the 3.6.8 and it works? (Seems the host doesn't allow importing that much data at once, so I had to get them to import it for me).

What issues do you think I will have?

Thanks for your patience - Steve

If this really is 3.0.0, then uploading the 3.6.8 files, editing the new config.php file (the one for 3.0.0 won't work) and running upgrade.php should work. What happened exactly?

(I have no PHP or SQL experience whatsoever until this week).
I have gone through so many iterations, I can't remember.

Would it have upgraded with no existing tables?

OK, the host claims to have imported my old database (I went into the 3.0.0 admincp and did an Import/Maintenance, Database backup of all tables), 3.6.8 is running, but I don't see any users (other than admin) or threads, or anything.
Do I have to resync the database or something? (Be gentle now, I am a SQL Idiot)

            Did you run upgrade.php?

Since the initial database was not there, I had to run install.php.

3.6.8 was then up and running. I then did the backup of the 3.0.0 (as described from admincp) and moved the files over. The hosting company imported the backup database files. I ran upgrade and don't see the backup info.

Do I have to resysnc or is that what upgrade does?

Do I have to downgrade (if possible) or reinstall to 3.0.0 then upgrade to 3.6.8?

Sorry, but it's unclear what happened in post #7. If this was a good 3.0.0 database and they restored it correctly, then you my instructions in post #2 will work. My guess is that they did not restore the database or did not restore it correctly.
