If a user voted already, I want <!-- Voted already --> to be shown using the IF tag in styling.

Set "Check Thread Rating" to yes under vBulletin Options > vBulletin Options > Thread Display Options (showthread).

Then it will show what they voted but you can change the conditional to show already voted if you want.
