If they're Super Moderators I don't think it's possible to stop that.
I think you'd need to set them to the Moderator Usergroup, or add them individually to each forum, making sure you set "Can Physically remove posts" to do.

Forums & Moderators -> Show All Moderators

Click Edit Permissions for the moderators that you want to change. Even Supermoderators can have their permissions changed now.
