i wanted to say that i change it over the admincp.the warning box is in forumhome not in admincp.i should add a variable or phrase and can edit it in admincp.

The Admin CP doesn't use templates. This requires modifying the code. We cannot officially support code modifications or forums running modified code, however you can try searching or asking for help with this over at www.vbulletin.org.
