Template drop down not showing?

For the life of me and I swear it's probably right in front of me... but can't not find the option to allow certain user groups to choose their template set for viewing the site. This option only appears available to those of us who are admin....

(ie: like this site has the drop down to choose what style we want to view their forum in)... I'd like to only allow a certain usergroup this access; but can't figure out how or where anywhere

Admin Control Panel > vBulletin Options > vBulletin Options > Style & Language Settings > Allow users to change style : Yes.

If you have more then one style checked off as visible in the style manager it will show a dropdown on the forumhome footer.
