This error means:

System error: 13 = Permission denied

That file either does not exist, or it does not have the appropriate permissions. You will need to ask your host to check this database file for you.

Note: This is a known problem with MySQL version 4.1.21. If your host is running that version then
ask them to upgrade.

My host is running that version, and I as well have received that, and sporadic other Database Errors on a clean, new install.

Perhaps this is also the cause of my problems?


What is the preferred version to be running? I plan on just purchasing a dedicated server at this point.

As I said this is a known bug in MySQL 4.1.21. You will continue having this problem until your host upgrades.
