Problem with Admin CP graphics

I was having a problem a while back with the graphics in my admin CP (http://www.vbulletin.com/forum/showthread.php?t=218973). I still have not been able to figure out what in the world is going on. I went back and completely re-uploaded all the files. I followed the directions meticulously, in case somehow I missed something the first time, but I am still having the same issues. So, I really don't know what I could have done wrong. A lot of glitchy things are happening, too...like the time at the bottom being completely wrong.

Reupload your images and make sure they are uploaded in ASCII mode.
