3.6.4 Moderators can't see Mod CP link

What is the criteria for setting up a group so they have access to the Mod CP? All I did was rename my Moderators group to Forum Leaders a while back.. and now, I find out none of my mods have ever been able to see the Mod CP link.

Any ideas?

As of 3.5 sometime we made a change so normal moderators cannot see the modcp link due to a query that would be run on every page for any user who wasn't a supermoderator / administrator.

If all of your moderators are in the same group
