            <tr>
                <td>

        Then...

        HTML Code:
        <table cellpadding="0" cellspacing="0" width="96%" border="2" bordercolor="#FF0000" align="center">
            <tr>
                <td>blah</td>
            </tr>
        </table>
        ... should be sufficient. If that doesn't show the way you want, what is wrong? What colors are showing? Screenshot of the two browsers?

            border="2" bordercolor="#FF0000"

            This is html, not xhtml. Try making xhtml compliant code using this instead:

            border="0" style="border: 1px solid #FF0000;background: #DDD;"
