How do you turn this feature on/off?

You'd have to change this setting to No:
AdminCP -> vBulletin Options -> Forums Home Page Options -> Display Logged in Users?

Alternately you could also remove the appropriate code from the forumhome_forumbit_* templates.

But I want to show Currently Active Users. I just don't want to display the number of people browsing a particular forum at a given time. I keep reading it's a resource hog, but there's no easy way to turn it off.
