Admin emailing to a user for admin/moderation purposes

How does an admin or mod send an email message to a user for moderation purposes if the user has disabled his/her "Receive Email from Other Members" CP option?

Using the mass email option and writing the user's name is not a very fast or user friendly way of doing it.

There is no function to do this. This requires modifying the code. We cannot officially support code modifications or forums running modified code, however you can try searching or asking for help with this over at www.vbulletin.org.
