Visitors to see photo attachements?

How do I change it so that visitors can see attachmented photos? Right now you have to log in to see them.

Admin CP -> Usergroups -> Usergroup Manager -> Edit Usergroup (Unregistered) -> Can Download Attachments

You may also need to do this for the specific forum permissions.
