Database error in vBulletin, help where lies the problem?

I'm having database connection errors aswell with joomla, no software chages have been made by me in the last weeks, so i highly doubt this i on my part but more on my host.
Can anyone confirm what can cause this error? is it database connection?

The error message itself says what it is: Most likely you're out of memory.
Ask your host to look into this.
