Can I have a poll in an announcement ?
Or is it possible to replicate a poll across multiple forums ?

There is no such option. Polls can only be posted in threads, and an individual thread is bound to a single forum.

There are some portals on www.vbulletin.org that feature poll blocks for display on all pages.
