How do I let people edit their posts and titles?

How do I allow users to edit their posts up to 10 minutes after posting?

I had someone message me that he wanted to edit his post but couldnt.

Admin CP -> vBulletin Options -> Message Posting and Editing Options -> Time Limit on Editing of Posts
