function.array-merge error

After I upgraded to 3.6.2
I an getting this error in admincp add new user area at the top of the page.

Was is this? and how can I fix?

This is caused by a plugin you have installed. Disable your plugins and re-enable then one by one until you find the one causing the problem.

how do you disable your plugins if you can't get to the admincp ?
