I was actually trying to migrate the forum to another server. I tried using the cpanel backup feature to restore the site/db but all it shows were just garbage text like the ones below:

So i decided to remove everything (site files/db) from the server and do a clean installation of vbulletin, and then use the restore db feature found inside vbulletin admin panel. However, after a fresh installation(with clean db), the forum still shows up garbage text when i view it through index.php.
Any idea why this is happening? Is there anything to do with the server config? Someone please help.
