vbulletin shows up garbage output on fresh installation?

I was actually trying to migrate the forum to another server. I tried using the cpanel backup feature to restore the site/db but all it shows were just garbage text like the ones below:

So i decided to remove everything (site files/db) from the server and do a clean installation of vbulletin, and then use the restore db feature found inside vbulletin admin panel. However, after a fresh installation(with clean db), the forum still shows up garbage text when i view it through index.php.

Any idea why this is happening? Is there anything to do with the server config? Someone please help.

I have also this problem with a fresh installation. However, my admincp is showing perfectly.

I have tweaked the config.php file $config['Database']['dbtype'] to use either mysql or mysqli. Both with the same result.

Im wondering if
$config['Mysqli']['charset'] = 'utf8';

is somehow wrong? But all text show perfectly in the language and phrase manager. Im a bit puzzled

EDIT: I do have a phpbb board on the same domain which do not show any garbage output.
