Cannot find global_start

I need to include some PHP in a template, but I cannot find the global_start template. I've scrolled down the list and all there is in G is GENERIC_SHELL and gobutton.

What am I doing wrong? I do have plugs/hooks turned on in the vbulletin options.

global_start is not a template. It's a Plug-in.

Plugins -> Add Plugin -> General -> global_start
