email accounts for forum members?

Is there a feature or mod I do not know about that allows email accounts be integrated with forum users accounts?

There is no built-in feature that can do this. You can find mod and addon over at vBulletin.org than can offer this functionality.

Are you saying you have seen a mod that exists for this or are you just telling me to go look there?

I'm not familar with all the mods on vBulletin.org. You'll need to visit vB.org search the modification database or post for help in the appropriate forum.
