I have been trying to do this, but it keeps adding it next to or under or on side of Banner.

no that didnt work it addied it above the logo and not the header

In that case, try switching the place of
<img src="http://www.russiaabroad.com/forums/images/banner.gif"></a> and <ad what="foo|bar" />

If that doesn't work you'll have to ask for help from the place you got that ad script.

Thanks Colin it places it side by side with the header, so both header and ad are center with each other. I have been throwing it in all over the header to see what I get, but I think I need some code to add it above the header.

Not sure but thanks for all your help, maybe just leaving it in the Footer will be best for now.
