Raise Attachment Quota?

Where do we go to raise admin attachment quota?
Where do we go to raise regular user attachment quota?
My quota as an admin is 2.84 MB and its full.
Never recall this issue before.
I have searched, looked in the manuel, looked in options, user groups,
Someone please help.
This seems to be whack because im message attachment options I have it at 0 for no limit.
You are currently using 1.81 MB to store 40 uploaded attachments.
Well I keep deleting them, and it still says im at a attachment limit and im an admin.
This is SO gay and frustrating to say the least...

It is a usergroup permission:

AdminCP -> Usergroups -> Usergroup Manager -> Edit Usergroup -> Attachment Permissions -> Space (in bytes) that a user's total attachment usage may consume -> Set limit or enter zero for no limit

I have upgraded from 3.5 and now I have problem with quota.

It says that attachment quota is reached and I don't have any limits on usergroups or forum as well.
