Hey how do i to create another pages in my forum like faq and rules and that? i want add more information on that way.

i also need to know a good code that work in this layout http://open-tibia.net and the code should be like quick links but with my own links in it.

There are some good Tutorials on how to add your own custom pages found in the vBulletin.org Tutorial forums. I suggest you start by having a look there.
