Per-Forum RSS Feed?

This is the forum I'm trying to feed from:

http://www.carchops.com/f-announcements-18.html/

and this is the RSS url I use:

http://www.carchops.com/external.php?type=rss2&forumids=18

But when I load the RSS Feed url, it shows all of the forums threads rather than just THAT forum

Your code looks correct. This thread has the same code for specifying forums except that it uses javascript. Try using the javascript option.
