How Do I Include Content from another Dir??

I'm trying to include some headlines from my news script which is located in another dir other then the vbulletin dir. I want to include a file which is located here public_html/news/forum_headlines.txt. My vb is located in a here public_html/vb/... I dont even know where to start to get this working.

Any help would be much appreciated.
