adding a blank page with forum theme?

I woul like to make a page that I can edit and add text to but has the header and footer section of my forum.

I looked and searched and couldn't find anything. I saw there are some complicated ads on. I was just hoping for a simple hack that I could add. Anyone have any suggestions?
