Limit amount of usersgroups joined?

Hi, I plan to have 100+ usergroups with a couple of forums for each usergroup.. how do I limit users from joining only a certain amount (for example, 1 usergroup per person)?

If they're public usergroups there's no way to limit this without code modification.
