        // ******** FULL PATH TO FORUMS DIRECTORY ******
        // On a few systems it may be necessary to input the full path to your forums directory
        // for vBulletin to function normally. You can ignore this setting unless vBulletin
        // tells you to fill this in. Do not include a trailing slash!
        // Example Unix:
        // $config['Misc']['forumpath'] = '/home/users/public_html/forums';
        // Example Win32:
        // $config['Misc']['forumpath'] = 'c:\program files\apache group\apache\htdocs\vb3';
        $config['Misc']['forumpath'] = '';

        i was told by my host i should leave this setting alone, but i think it the problem

          Your host is correct, what is the url to your site, and what folder did you upload the vBulletin files to, and what url are you trying to run the install on.

              http://www.myridespace.net/forums/ I get a 403 which means I'm forbidden from viewing that directory.

              Is your host using linux or windows? And if windows is it configured to run php?

                    Unix is fine. With your FTP program right click on the forum directory and see if there is an option called chmod, if there is click on it and tell me what the permission is set to, or what the numbers there are currently.
