Style Chooser - user selection=no but skins showing up

Upgraded to 3.5.4 on our test site and I have skins showing up in the Style Chooser despite having set "Allow User Selection" to No for them.

There are 4 skins, only 1 should be user selectable (meaning no jump box I had thought). Only 1 is ticked in the Style Manager and has user selection set to Yes.

When you choose the 'unselectable' skins, strange things happen, either nothing at all or redirection to the website's main page (not vbulletin). Apart from this, the test upgrade seems to be fine.

Any ideas what is wrong? The live boards are 3.0.7 and this doesn't happen.

Administrators can always see all the styles. Please log out and view the forum as a guest and see if the styles are still showing in the dropdown.
