Were you forums working before? What did you do prior to this problem starting?

the old server was running php as apache module.

we have moved to a new server about a month ago, which is running now php as cgi.

You'd need to check the error logs for apache, on debian its in /var/log/apache2/

Its a generic error message indicating that the PHP process never returned any information.
