for default the Currently Active Users is for 15 min, where i change that for put high or lower?

AdminCP -> vBulletin Options -> Cookies and HTTP Header Options -> Time-Out for Cookie

Yes its 2 hours "120 mins", you just divide the cookie number by 60..
