quick troubleshoot steps needed

ok i have a user who can't login

everytime he logs in, it gives that proceed screen

and kicks him back to the login screen again

he is using IE

what steps can i do in order to solve this problem?

Can you reproduce this issue the user has ? Can you login with his user/pass?

It sounds like if he is the only one that his browser is blocking the cookie it requires to store. Ask him to lower his internet security settings, firewall or other software that might do this.
