Missing Admin Options on New Install

I just installed 3.5.3 for the first time and it went without incident. I logged into the board, then logged into the Admin panel. The panel appears but the menu tree (in the left panel) is empty. The only content I see is the Control Panel Home screen with server name, developer list, etc. Here is a screenshot of what I'm seeing.

This is a vbtest system.
The user and admin are the same account.
vbtest is running under a different domain name than production will be.

Possibly not all the 3.5.3 files are uploaded, or not uploaded 100%.

My guess is that the language xml file was not completely installed. If you still have this problem after uploading all the files, reupload the original vbulletin.language.xml file in the install directory. Then upload the tools.php script in the 'do_not_upload' folder of the vB zip file to your Admin CP directory. Then reimport the vbulletin-language.xml file. Immediately remove tools.php when you are done.

Resolved!

I had a zero byte file:

includes/xml/cpnav_vbulletin.xml

A reupload fixed my Admin CP issue.

Once I noticed that I used PhpShell to issue the command
find . -size 0
and found a few images that also were zero byte. Would this make a good addition for the last stages of the install script?
